If you wanted to transfer some money to the USA,is there an anti-terrorism form you have to have?

I have account in the UK and have been told I have to have one before they can transfer my funds to my account in the USA. Along with Administration fees, clearance certificate.All this comes to a tidy some. I had never heard of a transfer costing this much in my life.
